Demo Phase: This public page shows both alert and status buttons so anyone can create an alert and then check status. Alerts notify devices within 2 miles. No personal data is logged; alerts auto‑expire after 4h; distances are rounded (0.5‑mile increments).
- ✅ Temporary openness is for usability & feedback.
- ✅ Scouts remain receive‑only; never originate alerts.
- ✅ No user identity stored; ephemeral alerts.json cleanup.
- 🔐 Production: publishing alerts and admin access are gated by login + WebAuthn (hardware-backed credentials). Anyone can use this public page to check alert status.
