Incident Reporting Guide

Do not physically interfere with ICE.

Report ICE activities and raids via this web page.

Use the S.A.L.U.T.E. protocol. Write down detailed notes. "Every detail matters."

Be accurate and community-organized. Especially if you are a citizen. Information you document may be used to challenge ICE, NYPD or government agencies in court. DO NOT post unverified sightings on social media.

If You Witness Someone Being Detained

  • Stand at a safe distance and record what you see.
  • Say clearly: “I’m observing and not interfering.”
  • Note identifying details of ICE officers: badges, names, numbers, vehicles, and visible weapons.
  • Ask the person being detained: “Do you consent to this search? Do you want a lawyer?”
  • Do not give advice on immigration status unless trained.

If someone is taken, write down:

  • • Time & Date
  • • Location
  • • Arrested vs Questioned?
  • • Statements ICE made
  • • Vehicle license plates
  • • Direction they left

S — SIZE
Size of group of officers (e.g. "10 men")
A — ACTIONS
What are they doing? (e.g. "Talking, milling by 4th Ave")
L — LOCATION
Address or cross streets (e.g. "5th Ave & 39th St")
U — UNIFORMS
Identifying abbreviations (e.g. "Vests labeled DHS")
T — TIME
Time and Date (e.g. "11:15am, June 23rd")
E — EQUIPMENT
Weapons, vehicles (e.g. "Rifles, 2 black SUVs")

Rhythm: Continuous & Constant.

ICE IS DETAINING SOMEONE. Alert neighbors to join. Form a witness group.
